I'd like a way to tell PMM "If this collection already exists, skip it".

A couple examples that bring this to mind are the genre and resolution collections in the defaults. Once they're created, there's no need to touch them again, yet every run goes through and verifies that fact. I'd like a toggle so that I can let PMM create them, then basically ignore them until told otherwise.

I could schedule them to run today, but if I use that same config on a separate server [or have to rebuild this one] sometime next week I have to touch that schedule.

This would be useful for any smart collection that doesn't change once created.
